A Collection of Foreign Investment Incentives in Chongqing’s Yuzhong District

一、重庆市奖励政策

Incentive Policies of Chongqing Municipality

加大财政奖励支持。从2023年开始，对在我市设立的年实际资金到位外资金额（不含外方股东贷款，下同）超过1000万美元的新项目或增资项目（房地产业、金融业及类金融业项目除外，下同），以其当年实际到位外资金额（美元）为基数，按不低于2%（人民币）的额度予以奖励。对在我市设立的年实际到位外资金额超过3000万美元的制造业新项目或增资项目，以其当年实际到位外资金额（美元）为基数，按不低于4%（人民币）的额度予以奖励。按照同一方向不重复支持的原则，以上单个项目年度奖励金额最高不超过1000万元。——《重庆市建设高质量外资集聚地三年行动计划（2022—2024年）》

Increased financial incentives. Beginning from 2023, for new projects or capital increases (except for real estate, financial industry and quasi-financing projects, the same below) landed in the city of Chongqing with an actually paid-in investment of over US$10 million on a yearly basis (excluding foreign shareholder loan, the same below), a reward will be given at no less than 2% (RMB yuan) of the actually paid-in amount of investment (based on US dollar) on a yearly basis; for new manufacture-oriented new projects or capital increases landed in the city of Chongqing with an actually paid-in investment of over US$30 million on a yearly basis, a reward will be given at no less than 4% (RMB yuan) of the actually paid-in amount of investment (based on US dollar) on a yearly basis. According to the principle of “no repetitive rewarding” for projects of the same kind, the reward for the aforesaid single project shall not exceed RMB10 million yuan. – An excerpt from Chongqing’s Three-Year High-Quality Foreign Investment Clustering Action Plan (2022-2024).

二、渝中区政策

Incentive Policies of Yuzhong District

（一）支持企业扩大使用外资。支持企业通过增资扩股、并购、上市等方式扩大使用外资，对每年度企业实际使用外资按每到位50万美元奖励1万元人民币。——《渝中区落实稳外贸稳外资促进开放型经济高质量发展政策清单》

Support to enterprise’s increased use of foreign investment. Support shall be provided to enterprises to expand the use of foreign investment via capital and equity increase, mergers and acquisitions, or IPO, a reward of RMB10,000 yuan shall be given to enterprises that annually utilize a paid-in amount of investment of US$500,000. – An excerpt from Yuzhong District’s Foreign Trade and Foreign Investment Stabilization Policies in Support of High-Quality Development of Open Economy.

（二）实施外商投资企业“行政服务管家”制度。组建由区政府分管领导任组长，区商务委主要负责人任副组长，商务、金融、招商等部门和管委会共同参与的“行政服务管家”工作团队，采取“一对一”或“一对多”匹配等方式，对我区重点外商投资企业提供全流程、全方位服务。——《重庆市渝中区商务委员会关于建立健全外商投资全流程服务体系的通知》

Implementation of an “administrative service stewardship system” in favor of foreign-invested enterprises. An “administrative service stewardship” work team will be established, with the district government leader in charge of the industry sector acting as the team leader and the leader of district commerce commission acting as deputy, consisting of key staffs from relevant departments including commerce, finance, investment promotion and business demonstration committees. The work team will work together and adopt a “one-on-one” or “one-on-many” work mechanism to provide whole process and all-round services to foreign-invested enterprises settled in the district. – An excerpt from the Notification from Chongqing Yuzhong District Commission of Commerce on Setup of a Whole-Process Service System for Foreign Investment.

（三）健全外商投资企业定期座谈会机制。区政府原则上每半年召开1次外商投资企业座谈会，通报全区经济社会发展情况，听取外商投资企业的意见和建议。对座谈会上外商投资企业提出的问题和建议，按职责落实到有关单位，限时办理和回复。 ——《重庆市渝中区商务委员会关于建立健全外商投资全流程服务体系的通知》

Regular workshops to be held for foreign-invested enterprises. In principle, the district government shall convene workshops for foreign-invested enterprises once every six months to brief foreign-invested enterprises on the economic and social development of the district and to listen to the opinions and suggestions from foreign-invested enterprises; questions and suggestions raised by foreign-invested enterprises at the workshops shall be properly addressed and implemented by the responsible departments, to be settled and reverted within a given time limit.– An excerpt from the Notification from Chongqing Yuzhong District Commission of Commerce on Setup of a Whole-Process Service System for Foreign Investment.

（四）建立健全外商投资企业投诉协调机制。在区商务委设立区外商投诉中心，统筹协调全区外商投资企业投诉工作，督促、检查、协调重大投诉事项的处理，及时将相关情况报告区政府。各部门、管委会按照行业、属地归口原则，按照《重庆市外商投资企业投诉工作办法》有关规定，负责相关外商投资企业投诉处理工作。——《重庆市渝中区商务委员会关于建立健全外商投资全流程服务体系的通知》

Establishment of a grievance mechanism for foreign-invested enterprises. A district foreign complaint center is set up in the district commerce commission. The Center shall coordinate settlement to complaints from foreign-invested enterprises in the district; shall supervise, inspect and coordinate major complaints; and shall promptly report to the district government on the issues related to complaints. All departments and administrative committees, within their context of authority and responsibility, shall assume responsibility for settlement of complaints filed by foreign-invested enterprises, in line with relevant provisions of Chongqing’s Foreign Investment Grievance System. – An excerpt from the Notification from Chongqing Yuzhong District Commission of Commerce on Setup of a Whole-Process Service System for Foreign Investment.
